Disability is not inability .This is a statement that has been quoted by many people but even only a few percentage of them believe it .As long as the person has a right mind ,he /she whether lame ,blind ,albinism ,or whichever disability ,can be given equal opportunity socially ,economically and politically .
During the COVID-19 period, the government of Kenya through National Safety Net Programme (NSNP), it enhanced the capacities of care givers through cash transfers .To improve the livelihoods of persons with severe disabilities as well as reduce negative impact of disability on households. It targets adults and children with severe disabilities, who require full time support of a caregiver.

https://kenyanconstitution.manjemedia.com/the-bill-of-rights/#20 .According to kenyan constitution, its an offence to step on someone’s freedom granted by the law ..Irregardless of whether disable or upright . According to part 5 ,section 59, the constitution states about equality of each person .

After and during COVID-19 pandemic ,the government atleast ensured that the disabled attended school as previous tines before the pandemic .Schools such as Masaku School For the Physically Disabled located in Machakos .The school is controlled by the central government. https://www.kenyaprimaryschools.com/machakos/masaku-school-for-the-physically-disabled-masaku-central-machakos-2/
I conclude that ,the government of Kenya during COVID-19 pandemic, atleast at some percentage tried to help the people with disability ..provision of funds, and programmes that gave them hole such as seminars.
